The decision not to implement the full ‘Y’-shaped HS2 plan from London to Birmingham, Manchester and Leeds dismisses the most important point: capacity. The IRP makes a big deal about journey times, and how many inter-city trips will be quicker than today (although not as quick as under the full HS2 plan).
